There are many types of historical changes. These include events that happened to countries, natural disasters and things that happened to specific individuals. There are many types of groups and their involvement in events. This article concentrates on the role of governments in the development of economies and world politics. Before the introduction of governments as a major shift, people had little or no say over the direction of the world. Many people lived on islands, in the midst of vast oceans and far from the sea routes that were important in economic activity. Without leaders or government, people created societies from scratch, with most things being done by family. In some societies, a number of different peoples lived in close proximity, and people learned to depend on each other for survival and trade. When more trade became possible, more people arrived in cities. Many cities grew to have great wealth. Each new generation began to build larger cities, and these cities built even larger ones, creating a demand for food and water, resources for work, and, eventually, more places to live. During this period, though, the use of the new type of large ship started to attract people who desired to be free from the sea's dangers. With the development of steam power, steam ships were able to go much farther at a time when it was more practical to do so. By the time that the first really large ships were built, many families had become involved in the production of goods that they could sell. In time, the merchant fleets became large, and those people with something to sell became wealthy. As more ships became available, the need for additional land space and other forms of resources decreased. There was less need for farming. Throughout history, there has been a trend toward nation states developing governments and getting involved in their affairs. This is what countries do, but the overall pattern is very different. The foreign policy of most nations has been dominated by a few large powers, who in turn have built nation states to protect themselves from outside threats.
